Colorado follows the 2022 FDA Model Food Code, which requires most licensed food establishments to designate a Certified Food Protection Manager (CFPM). While the rule is statewide, implementation is determined locally, and the City and County of Denver does not require CFPM certification.

Where CFPM is required, AAA Food Handler’s ANAB CFP-accredited Food Manager exam is accepted. Food Handler Card requirements differ by county.

Regulatory Overview & State Requirements

The Colorado Retail Food Establishment Rules incorporate the 2022 FDA Model Food Code. Most regulated food establishments must designate a CFPM who must be on-site during operating hours. Importantly, as of March 1, 2025, the person in charge (PIC) on duty must themselves hold a valid CFPM certification — it is no longer sufficient to have a CFPM merely associated with the establishment. However, local enforcement varies. 

A CFPM may not be required during all hours of operation. Exceptions include low-risk food preparation before the establishment opens (e.g., bakeries) or when only drinks and low-risk foods are served while the kitchen is closed (e.g., bars).

  • Vomit & Diarrhea Cleanup Procedures: Establishments must maintain written procedures for responding to vomiting or diarrheal events, prioritizing sanitation and disease prevention.

Who Needs Colorado Food Manager Certification
