Topic 1 — Temperature Control
Temperature control is the highest-volume topic on the exam. More questions come from this area than any other. Every sub-topic — holding, cooking, cooling, reheating — circles back to the same two numbers: 41°F and 135°F.
The temperature danger zone under the FDA Model Food Code is 41°F to 135°F. This is the range where bacteria multiply most rapidly in Time/Temperature Control for Safety (TCS) foods. Cold TCS food must be held at 41°F or below. Hot TCS food must be held at 135°F or above. Any TCS food that remains in the danger zone for more than 4 cumulative hours must be discarded.
Minimum internal cooking temperatures:
- Whole poultry (chicken, turkey, duck): 165°F for 15 seconds
- Ground meats (beef, pork, fish): 155°F for 17 seconds
- Whole-muscle beef, pork, veal, lamb; fish; shell eggs for immediate service: 145°F for 15 seconds
- Reheated TCS food for hot holding: 165°F within 2 hours
The two-stage cooling process: TCS food must cool from 135°F to 70°F within 2 hours, then from 70°F to 41°F within 4 more hours — 6 hours total. If food has not reached 70°F within the first 2 hours, it must be reheated, and the cooling process restarted, or discarded.
What the exam tests: Scenarios where a temperature reading is provided, and you must identify whether a corrective action is required. Know every temperature threshold and the timeline that applies to each.
Topic 2 — Foodborne Illness and Pathogens
The exam tests whether you can identify the major foodborne pathogens, their sources, their most common associated foods, and what management actions prevent their spread.
The Big Six pathogens are singled out by the FDA Food Code because they are highly contagious and pose the greatest risk of foodborne transmission. A food employee diagnosed with any of the Big Six must be excluded from the establishment. They are:
- Norovirus — the most common cause of foodborne illness in the United States; spreads via infected food handlers, contaminated surfaces and ready-to-eat foods
- Hepatitis A — a viral liver infection spread by the fecal-oral route; infected people may be contagious for weeks before showing symptoms; cooking does not destroy it
- Salmonella Typhi — causes Typhoid fever; spread person-to-person via the fecal-oral route
- Salmonella (nontyphoidal) — commonly found in eggs, poultry, dairy, and produce contaminated by animal feces; added to the Big Six in the 2017 FDA Food Code
- Shigella spp. — spread by infected food handlers through the fecal-oral route; more common in young children
- Shiga toxin-producing Escherichia coli (STEC) — associated with undercooked ground beef and contaminated produce; can be fatal in vulnerable populations
What the exam tests: Scenarios that describe symptoms of a foodborne illness outbreak and ask you to identify the most likely pathogen based on onset time, symptoms, and associated foods. Also tests which illnesses require immediate reporting to the regulatory authority. Topic 3 — Personal Hygiene and Employee Health
This topic tests two things: how food employees must maintain personal hygiene, and how the Person in Charge must manage sick employees. Both appear frequently on the exam.
Handwashing: Food employees must wash their hands for at least 20 seconds. Trigger events include: before handling food; after using the restroom; after handling raw meat or poultry; after touching the face or hair; after using a phone; after taking out the garbage; after handling soiled equipment or utensils; and after any other activity that may contaminate the hands. The exam presents scenarios and asks whether handwashing was required at a specific moment.
Employee illness reporting: Under FDA Food Code §2-201.11, employees must report five symptoms to the Person in Charge: vomiting, diarrhea, jaundice, sore throat with fever, and infected wounds with pus on the hands, wrists, or exposed portions of the arms. The Person in Charge then applies the exclusion or restriction rules under §2-201.12.
Exclusion vs restriction — the most tested distinction in this topic:
Exclusion means the employee cannot be present at the establishment. Required for: vomiting, diarrhea, jaundice, and a diagnosis of any of the Big Six pathogens.
Restriction means the employee can remain at work but cannot handle food or food-contact surfaces. Required for: sore throat with fever (in a general-population operation). The employee can be reassigned to non-food roles such as operating a cash register or cleaning floors.
The critical exception: If the establishment serves a highly susceptible population — immunocompromised individuals, elderly care facility residents, young children — sore throat with fever requires exclusion, not restriction.
What the exam tests: Scenarios describing a specific symptom or diagnosis that ask what action the manager should take. The exam will also distinguish between standard operations and operations serving highly susceptible populations.
Topic 4 — Cross-Contamination Prevention
Cross-contamination is the transfer of pathogens from one surface or food to another. The exam tests the procedures that prevent it — particularly proper storage and food handling.
Refrigerator storage hierarchy — top to bottom, by minimum cooking temperature:
- Ready-to-eat foods — stored highest, never cooked before serving
- Whole fish — minimum cooking temperature 145°F
- Whole cuts of beef and pork — minimum cooking temperature 145°F
- Ground meats (beef, pork, fish) — minimum cooking temperature 155°F
- Whole poultry — stored lowest, highest cooking temperature at 165°F
The logic: if an item drips onto something stored below it, the lower item will reach a cooking temperature high enough to eliminate any transferred pathogens. Raw poultry dripping onto ground beef is dangerous — ground beef’s 155°F cooking temperature would not eliminate pathogens from poultry, which requires 165°F.
Other cross-contamination controls:
- Separate cutting boards for raw proteins and ready-to-eat foods
- Wash, rinse, and sanitize equipment and utensils between uses with different food types
- Store raw meat in sealed containers to prevent drip contamination
- Keep unwashed fruits and vegetables away from ready-to-eat foods during storage and preparation
What the exam tests: Scenarios where a storage or handling practice is described, and you must identify whether cross-contamination is occurring and what the correct corrective action is. Topic 5 — Cleaning and Sanitizing
Cleaning and sanitizing are two distinct steps that must be performed in sequence. The exam tests both the difference between them and the correct procedures for each.
Cleaning removes visible food residue, grease, and dirt using a detergent and water. Sanitizing reduces pathogens to safe levels using heat or a chemical sanitizer. A surface must be cleaned before it is sanitized — sanitizing a dirty surface is ineffective because food residue physically shields pathogens from the sanitizer.
The correct sequence for manual dishwashing and surface sanitizing: Clean → Rinse → Sanitize → Air dry. Never wipe a sanitized surface dry — air-drying allows the sanitizer to work.
Sanitizer types and concentrations:
- Chlorine (bleach): 50–100 parts per million (ppm)
- Iodine: 12.5–25 ppm
- Quaternary ammonium (quats): per manufacturer instructions (typically 200–400 ppm)
Sanitizer concentration must be tested with the appropriate test strips before use. A solution at a concentration below the minimum sanitizing concentration does not sanitize — pathogens survive. A solution above the maximum becomes a chemical hazard.
What the exam tests: Scenarios where an employee skips a step or uses an incorrect sanitizer concentration, asking what the error is and what the correct corrective action should be.
Topic 6 — HACCP Principles
HACCP (Hazard Analysis and Critical Control Points) is a systematic, proactive approach to identifying and controlling food safety hazards. The exam tests whether you can apply the seven principles to real operational scenarios — not just list them.
The 7 HACCP principles:
- Conduct a hazard analysis — identify biological, chemical, and physical hazards at each step in the flow of food
- Identify Critical Control Points (CCPs) — steps where a control measure can prevent, eliminate, or reduce a hazard to acceptable levels
- Establish critical limits — measurable standards at each CCP (e.g., chicken must reach 165°F)
- Establish monitoring procedures — how and how often each CCP will be measured and checked
- Establish corrective actions — what happens when a critical limit is not met (e.g., reheat or discard)
- Establish verification procedures — confirming the HACCP system is working as intended
- Establish record-keeping and documentation — written logs of monitoring, corrective actions, and verification
The most tested HACCP distinction: A Critical Control Point is a step where a hazard can be prevented, eliminated, or reduced to acceptable levels. Not every step in food production is a CCP. Cooking chicken to 165°F is a CCP — the cooking step prevents pathogen survival. Receiving chicken at the correct temperature is a control point but not always a CCP. The exam presents food-flow scenarios and asks you to identify the specific step that is the CCP.
What the exam tests: Scenario-based questions about identifying CCPs, determining whether a critical limit has been met, and selecting the correct corrective action when it has not. Topic 7 — Allergen Management
Allergen management tests whether the food manager can identify the major food allergens, prevent cross-contact, and respond correctly when a customer reports an allergy.
The 9 major food allergens under the FASTER Act (effective January 1, 2023): milk, eggs, fish, crustacean shellfish, tree nuts, peanuts, wheat, soybeans, and sesame. Sesame was added as the ninth allergen by the Food Allergy Safety, Treatment, Education, and Research Act. Study materials published before 2023 may list only 8 — the exam reflects current law.
Cross-contact vs cross-contamination: Cross-contact is the transfer of an allergen from one food to another — it does not require a pathogen to cause harm. Even a trace amount of an allergen transferred during preparation can cause a severe reaction. Cross-contact is not eliminated by cooking. This is a key distinction the exam tests.
The correct management response to an allergen request:
- Alert the kitchen manager — do not rely on memory or assumption
- Verify every ingredient in the dish, including sauces, garnishes, and fryer oil
- Use separate, clean utensils and preparation surfaces
- Communicate the allergy clearly to all staff involved in preparation and service
What the exam tests: Scenarios where a customer reports a food allergy and the manager must identify the correct sequence of actions. Also tests whether candidates know all 9 allergens and can distinguish between a food allergy and a food intolerance.
Topic 8 — Active Managerial Control
Active managerial control is the most management-level topic on the exam. It tests whether you think and act like a food safety manager — proactively preventing problems rather than reacting after they occur.
What active managerial control means: The Person in Charge identifies food safety risks in their operation before they become violations, implements procedures to control them, trains staff on those procedures, and monitors daily compliance. When a gap is found, corrective action is taken and documented immediately.
The three-step process:
- Create policy — identify the food safety risks specific to your operation and create a Standard Operating Procedure (SOP) for each
- Train — ensure every employee understands the procedures relevant to their role
- Follow up — monitor compliance through direct observation, temperature logs, and unannounced checks; take immediate corrective action when procedures are not followed
What the exam tests: Scenarios where a food safety risk is identified — a temperature deviation, an employee not following proper procedures, a delivery received outside acceptable conditions — and the question asks what the correct management response is. The correct answer always involves stopping the problem, taking corrective action, retraining the employee responsible, and documenting the action taken.
Active managerial control is also the framework that ties all the other seven topics together. A manager who practices AMC monitors temperatures (Topic 1), responds to sick employees (Topic 3), verifies storage procedures (Topic 4), confirms sanitizer concentrations (Topic 5), applies HACCP monitoring (Topic 6), and communicates allergen procedures (Topic 7) — daily, proactively, and with documentation.
